One of the proudest moments of my time as judge was apearing to urge their support for our historic settlement in the ODonnell civil rights litigation, the most sweeping federal civil rights victory in the history of the United States.
I did not have any notes for this. I spoke from my heart, as a native Houstonian, proud of my city's accomplishments and righteously looking to the future.
Harris County Commissioners, led by Judge Lina Hidalgo, Commissioner Rodney Ellis, and Commissioner Adrian Garcia, approved historic bail reform that day following my remarks.
The results have been overwhelmingly positive.
- The federal court monitor found that our reforms eliminated racial disparities in pretrial release for misdemeanors
- Millions of dollars every year stays in the pockets of those who need it most, instead of being taken by the predatory bail bond industry
- The massive system of routine pre-trial supervision fees has been dismantled
- The County Courts launched the County's first Cite and Release Program, allowing police to write a ticket as allowed by Texas law instead of arrest for many low-level, non-violent cases
